All In was established with the support of the Ford Foundation, Wellspring Philanthropic Foundation, the UK government's Foreign, Commonwealth and Development Office (FCDO), Fondation CHANEL, and Minderoo Foundation, and Equality Institute as the Secretariat. It was informed by consultations with key stakeholders from the GBV sector and learning from similar initiatives.

Secretariat
The Secretariat is led by Equality Institute (EQI) and supports the panel by providing logistical and administrative support and policy and communications expertise.

Dr Emma Fulu
Founder and Co-CEO, Equality Institute
Dr Emma Fulu is a leading global expert on ending violence against women and girls. She has led major international studies and programs, including for the United Nations, and advises governments, UN agencies, corporates, and philanthropy on advancing gender equality and meaningful DEI action. In 2015, she founded Equality Institute, a global feminist agency working in 30+ countries, conducting 50+ studies, and training thousands of people worldwide.
A TEDx presenter and writer with a PhD from the University of Melbourne, Emma’s work has featured on Q&A, The Project, 7:30, The Huffington Post, The Saturday Paper, The Conversation, and multiple podcasts.
Emma is also the Co-Founder of VOICE, supporting women and girls in crisis settings to lead community-driven solutions to violence. She contributes her expertise to multiple global advisory groups focused on gender justice, prevention of violence, and feminist leadership.

Somali Cerise
Strategic Director, All In
Somali Cerise is the Strategic Director for All In. Somali has a background as a gender equality and human rights expert with 20 years’ experience leading initiatives across Australia and globally. She has a track record of delivering innovative gender equality strategies and influencing change at the highest levels. She has been responsible for several major global gender equality initiatives, including UN Women’s global report on gender equality and the Sustainable Development Goals, the UN Secretary General’s 20, 25 and 30-year reviews of the Beijing Declaration and Platform for Action and the OECD Social Institutions and Gender Index.
In 2021, Somali led the team at the Australian Human Rights Commission conducting the Independent Review into Commonwealth Parliamentary Workplaces. She currently also works on major workplace cultural change initiatives based on principles of human rights. Somali is a board member of ACON and an Honorary Associate Professor at the Australian National University with the Gender Institute.

Caroline Cooney
Program Lead, All In
Caroline Cooney is the Program Lead for All In. Caroline brings over a decade of experience advancing gender equality and the rights, safety, and wellbeing of women and girls globally through high-impact policies, programs, and partnerships. She is known for pairing strategic vision with operational discipline to translate policy goals into evidence‑based action.
Prior to joining All In, Caroline served in the U.S. Department of State where she shaped U.S. global policy on gender equality and gender-based violence, managed multi-stakeholder partnerships, and informed U.S. engagement in multilateral forums. She led the comprehensive update of the U.S. Strategy to Prevent and Respond to Gender-Based Violence Globally and guided cross-sector HIV and violence prevention investments, developing guidance and overseeing programs serving women and girls across 25 countries.
Caroline’s work is grounded in survivor-centered, trauma-informed approaches and a commitment to inclusive, collaborative change. She holds a Master of Public Health from George Washington University and a Bachelor of Arts from the University of Wisconsin–Madison.

Domini Marshall
Director of Brand & Communications, Equality Institute
Domini Marshall is the Director of Brand & Communications at Equality Institute, where she leads a multidisciplinary team delivering global campaigns and strategic communications to end violence against women and girls. She oversees EQI’s creative strategy across advocacy, design, editorial, and storytelling.
A writer/director with a Masters in Film & Television from the Victorian College of the Arts, Domini’s films have screened at Berlinale, MIFF, and other international festivals, and been recognised by the Australian Directors’ Guild Awards and the MIFF Accelerator Lab. Her work spans documentary, narrative film, and impact storytelling, and she has created widely distributed content and bestselling products for global audiences.
Domini brings over 15 years’ experience in gender equity communications, producing evidence-based, values-led creative work that advances public understanding of gender-based violence and strengthens sector-wide prevention efforts.
